"The Greater Hartford Literacy Council has not only set the standard for an organizational structure for systemic change, it is also setting the standard for bringing about that change."
- International Literacy Advocate, Margaret Doughty, Literacy Consultant, Literacy USA

Overview of the Greater Hartford Literacy Council

Founded in January 2001 by a unique partnership of the City of Hartford, Hartford Public Schools, Capital Workforce Partners, and the Hartford Public Library. These partners have signed an MOU outlining their roles in and support of the Literacy Council. The Literacy Council is a member of the Literacy USA, representing nearly 60 metropolitan areas across the country.

Created to positively impact the availability and quality of literacy services and foster the development of a comprehensive continuum of education and training services, from birth to adulthood, that will 1) support life-long learning, and 2) lead to self-sufficiency through gainful employment and the attainment of individual goals.

We encourage partnerships and collaborations among organizations, branches of government, corporations, and others throughout Greater Hartford to address literacy-related issues and maximize effectiveness.

The Greater Hartford Literacy Council
The Greater Hartford Literacy Council is a non-profit program formed in January 2001 as an outgrowth of recommendations made by the City of Hartford Task Force on Adult Literacy in 2000. Responding to the call for a coordinating council for literacy were the founding partners: the City of Hartford, Hartford Public Schools, Capital Workforce Partners and the Hartford Public Library. These sponsors are major stakeholders in the delivery of literacy-related services in Hartford and the Greater Hartford region and play an integral role as an advisory team to the Literacy Council.

The organizational structure of the Literacy Council includes:
  1. A board of directors that oversees, supports and promotes Literacy Council activities
  2. The founding partners who meet periodically to consider service enhancements and areas of collaboration
  3. More than 100 organizations, businesses and individuals who comprise our membership
We have carefully crafted our organizational structure and programming to include support from the major stakeholders in the region, and to be inclusive in the identification of needs, assets, and issues. Indeed, we are the only regional organization planning for the literacy needs of Greater Hartford residents from birth through adulthood.

Our impact is within the 35 towns in the Greater Hartford area with an initial emphasis on Hartford, as it has the greatest need. By working collaboratively with our members to strengthen their organizations, their services, and the systems in which they operate, our efforts will result in enhanced service delivery and ultimately lead to improved literacy levels. The Literacy Council is a member of Literacy USA. They provide technical assistance and other support we are able to share with our membership. With nearly 100 members, the Literacy Council represents the interests of most literacy providers and many human service providers in Greater Hartford.
