First Book Eligibility Criteria and Guidelines
Fall 2004 Allocation
|
To be eligible to receive a First Book grant, applicants must:
By 4:00 p.m. on Friday, November 19, 2004, submit an original and four copies of the following to the Literacy Council office at One Union Place in Hartford:
- A completed application form.
- Any related documentation (only one copy of the audit is needed)
- One copy of the Literacy Council organization membership form with a check for the annual dues (if not currently a paid member)
Meet the following requirements:

Serve children and families from low-income households
(80% of the participants must come from low-income households)
- Incorporate reading/literacy as part of their program activities
- Send the books home with the children to build their home libraries

Provide multiple book distributions to each child in the program
(minimum distribution cycle of one book every 6 - 8 weeks)
- Provide services within the geographic area served by the Literacy Council*
- Be a non-profit organization with 501(c)(3) status (may be a Title I school)

(Please call to confirm your membership status prior to submitting an application)
- Annually complete the Literacy Council book survey***
To be given priority for selection, applicants must:
Meet all of the criteria listed above, and…
- Effectively incorporate the requested books into the curriculum
- Support the child's ongoing education outside of the school classroom setting (priority for funding will be for pre-school, after school, and other settings, rather than providing books to be used in the K-12 classroom)
- Utilize books in an existing literacy organization (not a new organization)
- Have sufficient organizational capacity to perform the services described (experience providing literacy services, qualified staff)
- Have an organizational history of fiscal responsibility
- Clearly demonstrate the program's need for books from this source (the financial and programming needs)
* The following 35 towns and cities comprise the Literacy Council's service area:
Andover, Avon, Bloomfield, Bristol, Burlington, Bolton, Canton, East Granby, East Hartford, East Windsor, Ellington, Enfield, Farmington, Glastonbury, Granby, Hartford, Hebron, Manchester, Marlborough, New Britain, Newington, Plainville, Rocky Hill, Simsbury, Somers, Southington, South Windsor, Stafford, Suffield, Tolland, Vernon, West Hartford, Wethersfield, Windsor, Windsor Locks
** If your program is not currently a member, or if your membership has not been renewed this year, please request a membership packet. Dues are $50 or $100 depending on your program budget. A completed membership form and a check for the dues must be received by November 19, 2004 to be considered for a book grant. Please call the Literacy Council to confirm your membership status prior to submitting an application.
*** The book survey will be distributed to grantees during the grant year.
