CLEAR Initiative

CLEAR Overview
CLEAR (Community Literacy Enhancement Across the Region) is a multi-phase initiative of the GHLC involving the community and key stakeholders in assessing current literacy needs, identifying barriers to services, and developing and implementing recommendations that will enhance the provision of, and funding for, literacy services in Greater Hartford.

The Current Situation:
Currently, it is not possible to identify significant, basic information related to literacy, such as:

  • Who are all of the providers of literacy services
  • How many people are served annually
  • How many remain un-served or underserved
  • How much is currently being spent on literacy services
  • How effective are the methods used by literacy programs to improve literacy levels
  • How effective is the current system of referrals to literacy programs in Greater Hartford
CLEAR Phase One (2002-2003): Carefully crafting an inclusive planning process that will yield meaningful results, we have an Oversight Committee of 20 different community and state agencies to oversee the process of gathering data through research, focus groups, a survey of literacy providers, and task forces that will lead to a baseline status of literacy report and recommendations regarding the status of literacy needs and services in Greater Hartford.

This report will form the basis of our advocacy and programming efforts in the future and provide baseline data useful to:

  1. Literacy providers as they plan for services and apply for funding,
  2. Foundations, corporations, and others funding literacy services as they prioritize for future giving
  3. Local and statewide policymakers and agencies as they consider future needs.
CLEAR Task Forces:

Final Recommendations from the task forces are listed below. They will be incorporated into the final report due out in late Summer 2003.

CLEAR Phase Two (2003-2005): The second phase of the CLEAR Initiative has yet to be fully funded, but the intention is to address the recommendations included in Take Action For Literacy: The Status of Literacy in Greater Hartford 2003, and specifically work to:
  1. Identify local, state and national best practices
  2. Develop quality standards and performance measures for literacy services
  3. Coordinate and/or provide technical assistance and support for literacy providers as they respond to the standards
  4. Develop pilot projects
  5. Enhance public awareness and advocacy efforts to bring about policy and funding reforms
